Modern VGA or multisync monitors use a high-density 15-pin D-connector. This HDD15 connector is the same overall size as a DB9, and in fact early VGA monitors used DB9 connectors. After a while, the connector standardized on the HDD15, probably because many people were damaging their new VGA monitors by connecting them to MDA (mono) video cards.
On some cables, pin 9 is not only not connected, but not even present in the connector.
